]]>1. There continues to be too much physical play and contact off the ball. Rough play was a point of emphasis at the beginning of the season, and officials must continue to monitor it. In too many cases, both offensive and defensive players are being allowed to illegally contact their opponents, creating an advantage for themselves. Offensive players are being allowed to set screens away from the ball without establishing legal screening position, and defenses are continuing to check, block, and bump offensive players cutting to the basket or the ball. In particular, center officials must focus on keeping their attention in their primary area, watching off ball action and not following the path of the ball.
2. Another specific play that needs monitoring due to increased rough play is the ‘harassing’ of rebounders. In the transition from offense to defense and vice-versa, players are attempting to pressure rebounders and make it difficult for them to outlet the basketball to a teammate. When done without fouling, this play is a good and legal strategy. However, the team transitioning to defense is being allowed to slap, bump, and otherwise illegally contact the rebounder, which too often leads to increased rough play due to frustration by players who are not being protected. In both of these first two instances, as well as others, officials must be vigilant in addressing rough play by calling fouls. “Letting players play through such contact”, regardless of a player’s gender or class, is not a mentality for officials endorsed or supported by the IHSA. ]]>
The Case in question is based on Rule 9.1.1 and the following is where the interpretation came in. The situation is the same (while the wording is slightly different) in both the 2007 & 2008 case book, the ruling is different with no mention of the change anywhere in the Rules, points of emphasis or otherwise. During our meeting we were told that until told differently, treat it as you would have treated it in 2007 -- you are now being told different by Dave Gannaway, IHSA Assistant Executive Director in charge of officials.

Allow me to be the first to pass along some new rules to you. You can read the official announcement on the NFHS website, but the meat of the article is available by reading this article, so here goes...
The biggest change will undoubtedly be moving the rebounders back along the free throw lane now requiring that the first spot be left open (that means no one below the blocks). This was tested last year and the number of rebounding fouls was reduced according to Mary Struckhoff (NFHS Basketball Rules guru).]]>
